(NCA) was established in 1984 by counselors Wallace Hamlin and Robert Hamlin.
In May of 2006 it was incorporated as a non-for-profit organization.

Wallace "Wally" Hamlin is a Clinical Professional Counselor holding licenses in Illinois and Tennessee.
He has over 40 years of experience as a mental health professional which includes: Founder and Executive Director, Kendall County Human Services, Kendall County's first Comprehensive Community Based Mental Health Center.
Human Services evolved into Kendall County Health and Human Services, (now Kendall County Health Department) where Hamlin was Executive Director and Public Health Administrator.
